Claude has three access tiers with radically different compliance profiles. Consumer plans allow training by default with no DPA and US-only storage. Commercial plans make Anthropic a data processor with 7-day retention. AWS Bedrock offers the strongest architecture: zero default retention, complete vendor isolation, and Canadian data at rest. Local PII removal before cloud processing addresses the cross-border inference gap.
